- Cook sausage in a skillet until browned, then drain and cool.
- Layer hash browns in a greased dish, dot with butter, and season with salt and pepper.
- Whisk eggs, milk, salt, pepper, and garlic powder until smooth.
- Spread sausage, onion, and pepper over hash browns. Pour egg mixture and top with cheese. Bake at 375°F for 35-40 minutes.

For a crispier top, broil for an additional 2 minutes after baking.
