Method
- Cook pasta, drain, and rinse with cold water. Set aside to cool.
- Whisk together mayonnaise, sour cream, milk, vinegar, sugar, salt, and pepper.
- Add cooled pasta, celery, red onion, and bell pepper to the dressing. Stir to combine.
- Stir in parsley, if using.
- Cover and refrigerate for at least 30 minutes before serving.
- Serve cold.
Notes
For a tangier flavor, add a bit more vinegar or a squeeze of lemon juice.
